The bigger stations most definitely accept 'gifts' to play certain songs, and then the other stations follow suit. And in turn, if bigger stations don't jump on certain songs, then the others follow their lead.
It's ridiculous because, like you say, radio stations are supposed to play what their audience request. They're not supposed to have any bias. They're a service provider for the people, not a barometer of taste or a body dictating what we should listen to.
This is why it's RIDICULOUS that the US charts include airplay. It's so warped at every angle. It should be sales + streaming alone because they'e immediate measurements of popularity. This guy is basically saying their radio station has decided G.U.Y isn't a hit, so they're not allowing it to be one.
