All individuals start off as "women". It's the default pathway in fetal development. If the the embryo inherits the SRY gene (which is only present on the Y-Chromosome) then the undifferentiated gonads develop into testes. Testes secrete testosterone which promotes formation of the Wolffian Ducts into the male accessory ducts.
Homosexuality has nothing to do with the external genitalia. Two completely different things. It's determined by brain sex and whether males are stimulated by the same sex.
