Regardless, the songs success shouldn't change people's opinion of the song. When I see people say things like "OMG why is this flopping? Bye." It gives me the impression they will say they like any song they think will succeed and then say they don't like it if it flops.
Chart success isn't everything. Not to mention, even if you are obsessed with chart success then you can appreciate the fact that Katy's 3rd single is 4.5x platinum and still in Itunes top 10 and still has over 200 million audience impressions on mediabase radio. Like not everything will be a smash. If it's a decent hit, but not a smash that's fine for a 4th single
