Because she promoted 4 in Europe a lot. When people reach to her music, they like it and buy it. One thing I'm so mad about Bey she doesn't care enough to make sure she shoves her music into people's throat like Rihanna, Katy etc. In her strong markets, she doesn't need this. But in countries like Germany she needs a few promo.

Because Rihanna is a pop artist and Bey is more urban/r&b. Germany doesn't use that sound.
Granted, this thread is flamebait and silly since Bey doesn't need to chart there when her tours still sell out there. Artists make money from tours. Labels make money from album/single sales.
