Look at the Top 30-50 on the Mainstream Top 40. Look at Gaga's spin to AI ratio. Look at the spin to AI ratios of the other songs. Out of all those songs, only Katy has a better ratio, Fancy and Empire are about on par with Gaga, and all the other songs have worse AIs. It's not rocket science.
Spins are really much more important at this point, because they show a song's momentum. She's doing decently in that department right now, so unless her bullet collapses, her AI will grow naturally as well.
Everyone's always dramatic as hell. Just compare it to the other songs in her region on the pop chart; her Spin to AI ratio is better than almost every other song, except for Birthday, but Katy getting better AI than Gaga should hardly be a surprise at this point.
