Demi's done tons of radio interviews for Neon Lights and promo on radio sites is what helps a lot of singles, hence why the radio promo term exists.

MITUSA didn't get any of that despite having a messy radio release so the stations didn't even bother. then it flopped, simple as that.

Umm because the artist and the label are pushing it. Funding music videos, promo slots, performances, radio interviews, etc. Just because it didn't catch on doesn't mean it didn't promote the album. People knew she was pushing it but no one bought it. Singles are intended to promote albums
