She legally can't. Being a ward of the state and on medication, she needs to ask her conservator (Daddy) and the Judge if she can bear a child, and given her mental capacity this won't be happening since she would likely put the child in danger.
She'd have to prove over a series of years she is mentally capable to raise a child, and come of her medication.
