Despite Shania releasing a Pop version of Come On Over, several of the songs still had clear country instruments and not all songs (Rock This Country) were remixed anyway.

It helped that Shania Twain was beautiful and sexy and more marketable than her country counterparts who did a fusion of country & pop. But let's not pretend that she made pure country music some phenomenon or that she created any sub-genre.
No, she did not. Faith Hill and LeAnn Rimes have all done pop-oriented pop music before Shania blew up with Come On Over. She didn't "create." That's as ridiculous as monsters saying that Gaga created dance music.
LeAnn was mostly a one-hit wonder and Faith didn't break out until 1999.
