Yes, it was planned to be released after Unconditionally. Considering that Katy said on a radio interview with Ryan Seacrest that's she's a control freak and didn't planned to release Dark Horse + said her third single "will be sexy".
Releasing Birthday now is a perfect choice. After Birthday she can release Walking On Grammys or Legendary SmashHits and get her iconic VMA performance.
The 800s part of the iTunes chart is very fickle, she's probably selling between 800 - 1000 or even less, besides the effect of the single cover is not that strong to make it climb to the top 500, we should wait till radio adds and lyric video to really freak out.
This is the first single of the era that is climbing the normal way, cuz "Unconditionally" and "Dark Horse" were both Top 100 when they were released as singles. So, we need to have patience.
It's just basically DH slaying the charts and overshadowing katy's other songs.

"It Takes Two" sort of sounds like "Hand in My Pocket." Her team would be out of their minds not to release it. It could be the second major gamechanger in her career after "E.T." and could also be the perfect segue to her future, more acoustic sound.
