Destiny's Child was always overshadowed by other acts (Britney, Backstreet Boys, etc).
Beyonce in 2003-2004 was overshadowed by Avril Lavigne, who was the it girl during those years (Let Go really took off in 2003 and it sold 16m, 7m more than Dangerously in Love, and then Under My Skin released in 2004 sold 10m, 1m more than DiL, her tours were also bigger and her singles more global). Avril also had massive impact in fashion, started the modern pop rock girl trend and was generally just way more popular. Dido also outsold her in that time period.
In 2006-2007 she was overshadowed by Shakira, Nelly Furtado, Fergie.
In 2008-2009 with IASF, what many consider her peak, she was completely overshadowed by Taylor Swift and Gaga's breakouts.
In 2011 she was outsold by Rihanna, Katy, Gaga, Adele etc. No one could argue she was the it girl during this period.
And now in 2013/2014 with her self-titled album she has the attention of the media and the industry, but she is still nowhere near close to being the highest-selling female and she is seemingly unable to get a worldwide hit single (no shade, look at the chart positions). She is dominating in touring, but then Madonna is superior to her in that regard.
So no, she has never really been the it girl during any period. She is hugely successful, but she has never been a cultural phenomenon that overshadowed everything else at any given point.
