Everytime there's a new ad ruining mobile, everyone else is also getting it. It would just be a few if it was based on individual history.

It's not an exact science, though. I HIGHLY doubt some of the gays here are googling a few of the things they allegedly get as ads. I guarantee you - on a personal level, this absolute guarantee is not coming from admins - that past browsing history influences the problematic ads (not the invasive iOS ones, still don't know about those and I wasn't yet addressing that particular issue).
