It's just a reflection section ticket with that pre-show party Pink and others do and the artist doesn't attend.
The stage people must be contest winners or something
I've never heard of Katy doing paid meet and greets. Other artists are doing them though (Miley, Gaga, etc).
In fact I wish he'd produced it, the mixing on the synths/bass part (the main part of the beat) is a BIT too loud on "Fancy".
