I actually LOVE "Drunk in Love" and it was a hit in countries with a large black population (US, UK, France), but the alberm is just not Top 40 material. Nothing wrong with that.
I don't think YouTube views are necessarily always an accurate predictor of what's more impactful from the past.
Hollaback Girl MV has 34,438,335 + 8,775,520 views
Girlfriend (Advil) MV has 228,530,402 views.
You underestimate how huge Girlfriend was worldwide. Hollaback Girl was local.
It's very accurate. Almost everyone uses Youtube. My mom doesn't know how to use Notepad but she can use Youtube. It completely reflects the global GP.
Hence why YouTube views aren't necessarily the best predictor.
They're only good at recognizing the real classics from the 90s and before. Not so much the newer songs.
In Girlfriend's case it's accurate though, it was a huge hit everywhere.
Speaking of, BOMT is about 5m views away from being certified.
