I see now, so when Katy throws in petty digs/shade that could ultimately be a joke between two friends she is just being cute and human but when Miley does it she is automatically a villain, I see, totally fair, no ludicrous bias there.

That is YOU (and Miley) taking what Katy said as a drag, when I believe that Katy, although perhaps unnecessary, was saying it as a joke.
Believe me, I am the last person to defend Katy Perry in a situation, but everyone overreacted when she initially said it, and Miley overreacted with her tweet. She just looks pressed. But it's all a matter of perception, I suppose.
