Shakira and Salma do speak Arabic. They're the closest one can get. There is no full Arab actor/actress out. If a full Arab ever wins, it will prob. be a director. And it'd have to be a movie that has nothing to do with Palestine because those movies are always shunned by film festivals & award shows.
Hollywood is controlled by Jewish people, many of whom are zionist extremists, and that group will never award an Arab, much less a Palestinian, their highest honor
Shakira did a lot for Arabs' culture. Belly dance and middle-eastern musical elements became a thing thanks to her. If she can act, she should play a struggling belly dancer in New York a la Black Swan. She'd be the first goat to win an oscar.
