My theory:
Gaga's original concept for ARTPOP was a little more adventurous. The label, however, wanted accessible music. As a result we got some compromise. ARTPOP has catchy material, and Gaga got to throw the words 'art pop and koons' around.
Only the album has no direction, and the sound is pretty basic for an album that allegedly brings art into pop culture. It is a collection of random songs written and co-produced by Gaga and approved by Interscope.
