Not everyone has a whistle register. You can develop one, but most people never do it. You obviously have to have a high placed voice but you can develop it. Whitney Houston never developed one, neither has Beyoncé.

I'm no professional vocal coach or anything, but it's like belting (EDIT: in the sense that it's a vocal skill that you develop), from what I understand. But, Mariah Carey considers herself as an alto (I see her as a lyric soprano), so you never know.
Not really. It was rather in between Breakaway era and My December era, if I am not wrong. She recorded it as a promo song or something like that for Ford Motor Company. It was never released on any album. I really like the music video though.

There's no way in hell Mariah is an alto. Alicia Keys is an alto. Mariah is a soprano, she has a similar tone and range as Leona Lewis, and Leona is a soprano as well.
