Usher has barely made any impact despite all the commercial success in the US. His last era bombed even with a few hit singles. Look at how R Kelly and Mary J Blige are able to effortlessly sell albums this late in their careers without hits.
Usher has always been of the moment.

By "of the moment" I mean that his music is and always has been trend hopping. It's why it's forgotten so easily.
