Oh I'm not talking about myself so leave out of your mouth. I'm saying that dressing like a kid has never been a requirement for Katy to find success, it's a choice. Katy was 24/25 during that song and generally speaking, your early 20's is when you're most insecure. You're getting out of Uni, having to become a real adult, etc.
