Gags tried to develop her music with BTW, failed, tried to go back to her roots with ARTPOP and failed harder.
All she needs to do is stop rooting overly complicated messages that no one cares about into her music, stop over doing things and stop walking out of the house looking like something from the Adams Family.

I mean in terms of Katy I disagree wholly. I'm not saying you're entitled to your opinion, but I definitely think PRISM showed slight evolution to TD. She kept the basic songs (Birthday, This Is How We Do) as back burners, and chose Dark Horse as a single. While it's not commercially unfriendly, DH is definitely a departure from guitar-ish synthpop Katy that America has become friendly and accustomed to. Even Unconditionally was a risk, considering Katy hadn't released a ballad/mid-tempo since Thinking Of You (which bombed.)
