Katy hasn't improved at anything. Her music hasn't developed. She hasn't taken risks. Her name has just got more established and this drove the sales of her basic singles.
Gags tried to develop her music with BTW, failed, tried to go back to her roots with ARTPOP and failed harder.
All she needs to do is stop rooting overly complicated messages that no one cares about into her music, stop over doing things and stop walking out of the house looking like something from the Adams Family.
