You need to highlight the first frame image before you can choose "Image Sequence".
Also the frames in your folder need to be ordered with numbers at the end of them like "Image1.jpg, Image2.jpg, Image3.jpg"
Photoshop looks at the numbering of frames so it knows how to order it on the timeline.
