Keeping everything for a simultaneous release is way too risky. What if the Radios pull a Judas and drop the single a week after its release ?
Your argument would make sense if we were talking about artists like Rihanna/Katy (that have radios worshiping them) and if we were talking about an anticipated lead single !

Basically she doesn't just want to trickle things out (quietly release the song to radio, then do promo, then release a video, etc.). She wants it all to happen at once to get people's attention and really come back with a bang. The ARTPOP performance on Fallon was a quiet introduction to the new era, to remind people that she's still here, but her comeback presence with the next single will be big.
