Katy is a fun pop artist- nothing serious, many may look at her as a joke. It is what it is, she owns it and is huge.
Gaga is and has always been considered a joke too. The only difference is that the little monsters think of her as some grand artiste and that all her costumes mean something when in reality people have always just been laughing at her. The delusion is unreal.

They're perceived exactly the same, only KT is relevant, loved and successful.
