How is/ was Shakira more global than Britney?

Her new song is flopping hard.
Britney is not huge as she used to be, but saying Shakira was more global than Britney is such a reach.

Laundry Service did 13 million WW. Still a huge smash, but as Shakira's best-selling album it never really dwarfed Britney's biggest accomplishments. Britney is at 10 million without Sony BMG numbers. With the Sony BMG numbers and catalogue sales, it's considerably closer to 11 million WW.

Sale El Sol sold less than 1.5 million WW. That 4.5 million WW number comes from a Mexican newspaper called El Correo, which does not track sales and is infamous for inflation of local acts. Circus left the charts at almost 3.9 million WW. It's safe to round it up to 4 million WW 5 years later.
