No DWUW didn't get released because of rights issues. Same with the Terry documentary. Act II has always been planned as part of the ARTPOP era.

right right, i was just worried ARTPOP vol 2 would end up like the countless other things she says she plans to do but doesn't end up happening (whether for legit reasons or because she doesn't follow through/changes ideas)

Act II has a theme, so definitely not rejects. Pretty sure it's not all recorded, but she's been working on it all along.
