Except Justin didn't have half the power that Britney had. And Britney attracted a much wider demographic whereas Justin mostly attracts teenage girls. Not to mention she was selling amazingly for 6 consistent years and could have lengthened the streak had she not mess it up for herself w/ her personal decisions.
Britney had the iconic hits, music videos, album and single sales, tours, endorsement deals, impactful performances, much media coverage, etc.
