I went to a 5 stars hotel in Belize and there were signs to NOT flush toiler paper down the toilet and we asked why and they said that the pipes aren't that good in Belize
I don't put it in a bin either because it must smell horrible, but plenty of people do - it's obviously not meant to recycle paper (what?!), but because flushing it down can cause the pipes to get clogged.
