Justin & Beyonce came out 10 years ago (which is a biT too early to be the King & Queen of a genre), and not yet made any albums/singles that give them a legendary mark, even in R&B.
NO other Female R&B Artist has sold as much albums as Mariah the last 2-3 decades.
NO other Male R&B Artist has sold as much albums as Usher the last 2-3 decades.
NO other Female R&B Artist has had as much hits as Mariah the last 2-3 decades.
NO other Male R&B Artist has had as much hits as Usher the last 2-3 decades.
They even still hold the most relevance today, of the people during their time. It's kinda the truth.

Anyway I will say this currently Beyoncé is more current than Mariah (if that makes any sense) , but she has yet to walk an inch within Mariah's R&B legacy music wise . You could say to people Beyoncé is more popular overall but within the R&B genre Mariah is more popular and had always been rooted in it and never jumped on to any "pop" trends really .. she remains the biggest icon of the genre .....

Usher>> Justin and Mariah>>Beyonce ( I have to admit that I like all of them ).
