Bey isn't local, people really need to stop with that lol. She's not the most global artist either but she does extremely well in the most important markets that it doesn't matter if she doesn't do well in random countries.
This "Anglophone" (why/who brought this word here, I hadn't heard or seen it in like a decade) mess is so stupid. USA, CAN, UK, and AUS are 4 of the most important markets- slaying those is much better than doing well in Germany, Russia, Jakarta, Argentina, and Singapore. Bey, Taylor, and Katy - the "local" trio - are all better off than the other, more "global" girls.
