The reason for the 50% rule is, by copying and pasting more than half of the article, there is no reason for anyone to click on the source's link to read. Remember, several sites rely on traffic through their sites because the more clicks and views they have, the more opportunity for ads revenue they'll receive. The point of articles is to make you buy their magazine or go to their website. Money and business are a driving force behind this.
Ex. Billboard getting millions of clicks a month, looks highly attractive to advertisers looking for the perfect place to market their product, brand, or venue.

As supa mentioned, it's fine to summarize the article in your own words, while still citing the source. It's no different from writing a research paper.

Use your best judgment. You don't have to literally count the words. Posting Key excerpts here and there would work, while directing readers to the site for more.

Yes, enough for Joe to want us to start warning people immediately for the offenders. It's been an apparent growing issue for some time now that has gotten out of control. I'm sure the journalists of ATRL could attest to why this is a serious material.
