Duplicate accounts are always banned permanently; in this case, the suspected (and I only say "suspected" because it's very rare that a member admits to being a dupe when discovered) original account was a member who was already permanently banned, as well.
What's up with all of the dupes though?
I know them bitches ran like roaches when they saw registration were open.
It's unfortunately not an uncommon occurrence. Those who make duplicates that were originally banned for only a month are doing themselves no favors and permabanned members who make dupes are essentially just prolonging the inevitable; pretty much all dupes are found sooner or later.
