I think they're doing somewhat of a gag order on the LaLingo situation but in form of warnings. It's only not stated in the rules because it shouldn't even have to be warned in the first place. That's just how out of hand it's gotten. But from the looks of it, it's still looking like it's going to take awhile to dwindle down.
I do think the new disruptive "Who?" warnings should be mentioned in the rules though. I see where they're coming from. Not everyone has innocent intent when asking so, but it can be such a reflexive question to ask in the heat of the moment.

The "who" posts deserve a permaban to be honest. Like 95% of the time, people still say "who" even when the OP straight up has who it is and what they do. Most people do it intentionally and the rest do it just to play innocent while throwing shade. Then, they come here acting like Google doesn't exist.
LaLingo and "who" posts need to get warned. They are both equally annoying.
