Maybe, but probably not. The difference between Madonna and Lady Gaga is that Madonna actually has legitimate artistic merit, Lady Gaga doesn't. Lady Gaga's goal is to be controversial. Madonna's goal (back in the 80's/90's, "when she was popular") was to be a forward-pushing artist. Madonna's "SEX" book, for example, wasn't about shock value -- it was a legitimate work of art, as opposed to Lady Gaga's "nudity stunts."
So Madonna would have most likely survived on artistic credibility alone, something which Gaga doesn't have. Lady Gaga will never be looked upon as a "legitimate artist," everyone will always see her as "a singer who wants to be controversial."

But a lot of Gaga's artistic credibility was ruined because of her relationship with her little monsters. Before social media it wasn't possible to form such a bond with your fan base. She also shares too much about her creative process and builds too much hype which then leads to nothing. That is also because of social media, because you feel pressured to always update your followers.
Madonna would've become much more of a laughing stock in the early 90s if social media existed, and her career could've ended prematurely just like Gaga's.
