It should be. I judge a WRITER based on how she writes. I judge a SINGER on how well they sing. If they can write a couple lines or do a two step that's plus, but that's not what is the most important. Those things are EXTRA
If the artist is first and foremost a writer shouldn't you judge them on that though? And a lot of the time, artists do MULTIPLE things, shouldn't they be judged as a whole just not singing?
My issue is that people use the other things to to cover up for the clear lack of talent in the more integral areas (i.e singing)
