Mariah has never been completely huge on a WW scale. She was semi-global from 1993-1998 but after she made the transition from adult contemporary to R&B her global relevancy faded. Without You is her only truly global smash, but a lot of her other songs were moderate hits WW too.
And the reason her singles haven't sold over 5 million is cause people were buying her albums instead.
