As a black man myself, I don't see it as being too sensitive. He wanted to be a rapper for Halloween and he decided that the only way to fully portray that role was to paint his skin the same colour as mine and put on chains. If he went through all the effort to go out, buy the products and then cover his body in paint- then skin tone was clearly an important part of the costume; it's not like he just has brown colouring sitting around his house and decided to swim in it for fun. It was a thought out project and his ignorance overlooked the fact that actually going through with this could offend someone.

I've read that many Irish were discriminated when they first moved to the states And let's not pretend Eastern Europeans, French, and Germans are not mocked for their accent, and also previous/current politics/wars for Germany and Russians/Eastern Europeans
