There's an awful history surrounding the use of black face. White actors would dress themselves as black people with pitch black faces and mock them using various stereotypes such as ignorance, laziness, and dependency. This is not accepted in present day America because of the hurt that this gesture has caused black people. Heck, Miley Cyrus, who is one of the most unclassy singers alive had the decency to pay tribute to lil Kim this past halloween without painting her face black.
