A mod is a moderator. They pretty much just keep people in check and warn posts if they're against the rules. They also will correct problems around the site if any arise.
I was joking I'm not one. The + is just a part of ATRL +, you pretty much pay $20 for 6 months of having a pretty gold ATRL Contributor next to your name, and the ability to change your username every 3 months. Totally worth it......
