The concept was a nice idea, just not executed well imo.
And I don't believe she doesn't want to be a pop star anymore. I am sure she is waiting for a new No. 1. She is an artist, artists need acknowledgement. And you can only get that with praise through critics or charts. She is getting neither at the moment.
You can see that also through many of her twitter meltdowns, I mean the first single begs people to cheer for her!
And she won't be able to sell out arenas, tours if she doesn't sell well and therefore also her performance qualities would suffer.

I think when she tried to define what she does, or wanted to do, she got lost. Gaga used to be ARTPOP, but now she's trying too hard. She hasn't done anything visually out of this world or musically out of this world with ARTPOP. Then there is the pop half and none of her actions scream 'I can keep up with my pop peers.' She's struggling to be a pop artist.
The reason why I don't think Gaga wants to be a pop star is because being a pop star puts you in a box. She acts like she's above it all and doesn't care too much for it anymore. Back in TF era Gaga was obsessed with being a pop star. Once her dream came true and she realized the ills of the industry, I think she is more troubled by the notion than confronted.
Of course she wants people to acknowledge her as an artist and a pop star, but she doesn't know how to be both anymore.
