Strictly speaking Rap-nika (the second half doesn't exist to me besides a couple tracks when I'm in the mood), PFRR was a bit of an improvement, in my opinion. If any song on her new album can outdo "Beez in the Trap", that will warrant it enough to buy it, regardless of how good the other songs are. BITT is one of my favorite rap songs of the 2010's, if not, my single favorite.

But as an overall album PF > RR.
RR has some amazing tracks that can rival PF's best, but overall it obviously lacks what PF has.
BITT is amazing of course. It's acclaim is warranted because of the sheer genius of it.
She was rapping harder on the Rap tracks of RR than the ones of PF, but production wise the best of PF overshadows that of RR.
I could write an essay on the dichotomy of those two albums.
