She has always had them,they just got worst through the years.She;s had nodes since a toddler/little girl. Mariah's voice is very fragile,and unlike other voices,she needs ample amounts of rest.and although she didn't tour as much in the 90's, but she released album after album back to back , year after year in the 90's, did a lot of resung remixes and what not. So by the time the end of the decade came,her voice was going through a transitional rough patch.
I think after some of the raspiness of Rainbow faded,she took awhile to get her Glitter project going,and really brought it vocally,because she thought her movie and soundtrack would smash,so she put her all into it . Afterwards The breakdown took a toll on her voice though,so by Charm her vocals were crisp,but not as full. more shrieky if anything.
