No. Because the hit singles are what makes people go back and listen to those albums or even know of them years and years down the road. Of course, they're exceptions to everything but this is a general rule.
If this era had a RITD or a CMM or a JGMAR or sumthin to add to the other factors, then it would really be hailed in even higher esteem. After all, a true legend should be able to create a body of work that can deliver commercially and critically at least once. To me, in pop music, that is a sign of true excellence. And that goes for anyone.

"My Life" by Mary J didn't have a hit, yet it's considered one of the greatest albums of all time. (At this point R&B girls were pop girls essentially)
Afrodisiac by Brandy had no hits, yet it has immense impact and is a classic.
4 is a classic to the Urban community, it had 4 Hit singles on that chart, and along with that RTW is still a hit song without actually being commercially successful.
