Do not, under any circumstances release Gypsy as your 3rd single, for two reasons:
1) the GP will be completely turned off by the 'I'm-I'm-I'm...' section and you will not gain any traction on radio or sales because of it.
2) If you thought Katy's backlash for her 'A$IAn' themed performance was bad then you have another thing coming if you release Gypsy. The second any major alternative media gets a hold of it you and America will receive a lesson via the media about how 'insensitive' it is to use that word and all the backlash will end up on you because of a media that are all currently lining up to take a swing at you (I'm not saying I necessarily agree but that it what is going to happen).
Instead, if you want to get your first top 3 hit since TEoG, release Fashion! in the new year.
Release a video no less than two weeks later with one or two celebrity friends and make a tounge-in-cheek lighthearted video with a PROFESSIONAL director.
Let that run its course, at the end of which, regardless of it's success, close the era and have ARTPOP Pt II ready for Q4/Q1 2015.

Gaga girl I got three steps 4 u:
1. Media blackout again
2. no hyping yourself. let the music process flow. don't be hypocritical like "i dont care bout numbers" then retweeting how much ARTPOP has sold
3. be consistent with looks or else everything will be over saturated like the btw era
4. dont be afraid to be edgy w/ music again (bad romance, poker face, dance in the dark, heavy metal lover), just not preachy (highway unicorn, the queen, btw). less cutesy and playing it up to the masses (manicure, dwuw, applause, fashion)
and maybe the gaga we know from TF will rise lotus rise
If not Applause and DWUW she would be completely done right now
