The descriptors First World, Second World, and Third World are really qualifiers of America and altogether pointless to use in regards to 'dissing' a country. First World being the United States, United Kingdom and their allies. The Second World being Soviet Union, China, and their allies. And the Third World being neutral and non-aligned countries.
