There's absolutely no way ARTPOP would be successful with that bunch of songs, so that's kind of a moot point.
That's fact one. Fact two is that her attitude and way of handling herself has fundamentally shifted. The messiness on twitter before she released DWUW, the hyperawareness and manhandling of fans with contrary opinions is brand new, and obviously a lot of fans don't like it.

yes it could've. the album flopped because people are over her, not because the music sucks . if artpop came off of tfm era it wouldve been a hit era, simply because she was still massive. people mostly jumped because of sales, hence the huge ship jumping as soon as beyonce released a succesful album, but not as soon as artpop leaked

I'm not saying the music sucks, I just don't see hit potential for any songs besides Applause, DWUW, and Fashion! The album title has also been a problem since day 1. I think ARTPOP would do to Gaga what BTW did if it came first. Just instead of "Oh she's trying to be the savior of the gays," the criticism would be that she was trying too hard to be a "rill artist"
It is hard to evaluate the music on its own merits though, because Gaga has so forcefully made her image and persona part of the package. But I just don't think ARTPOP is a very strong bunch of songs from a commercial point of view, or even from an artistic point of view.
And it's discounted
