A 5th single stalling in the top 20 on pop is not a flop. The label just throws it out there to ride out the era.

I personally consider a #29-peaking third single following a #1 SMASH hit for seven weeks and a #3 SMASH hit a bigger flop than a #14-peaking second single released during a #1 SMASH hit's chart reign and two promotional singles, one of which was competing for chart positions too (Dark Horse). I mean, it's a miracle that it managed to peak within the Top 15 at all with that much competition. And, of course, the song really isn't that amazing.
