Because that's only a small part to the intro of one song.
Where as most of the songs on ARTPOP except for Gypsy and Artpop have confusing lyrics.

Casual listeners still like Bey. And nothing about that Bey song would smash on radio. That's why it will probably never be a single. Gaga, on the other hand, has a KILLER chorus but kills it with the verses. That's the concern. Plus, Ghost is barely a full song since it's split with Haunted. That's basically an intro.
