No it isn't. A new release that has a single that's doing well across multiple radio formats should be selling more than 28K.

Her album is guaranteed to go platinum. Not to mention it had the biggest first week sales for a female album this year. Just because she has success with singles doesn't mean she doesn't push albums, especially since she is slaying everyone else right now.
