They're obviously two different songs but Katy Perry cemented herself as a radio/digital artist with Teenage Dream. Every single song sold 2.5x platinum ++++++++ and they all reached over 100million Audience Impressions on radio. It's not far fetched that they thought that "Unconditionally" would explode due to Katy's name alone. The song is serious, AC- sounding but it's still has a great chorus and if they didn't think it would do well then release during the winter time frame? The song fits the season and even the video had snow in it because it's all part of the plan.
Too soon to say but it looks like it didn't work out as well as they planned on.

Believe it or not, they want Katy to sell albums but they're thirsty for them hits as well but they're thinking too much on what to release when it shouldn't be hard at all.
